The best B2B data and enrichment vendors, graded on where the data comes from
Every vendor selling B2B contact data will tell you how much of it there is. The question that decides whether you can use it, and whether you can keep using it, is where it came from and under what license. The index grades all 95 data and enrichment vendors on that question from public artifacts, and this page publishes the answer.
Assessed 2026-08-27. 248 vendors indexed across the whole index, 95 in this category.
This category publishes its prices 4 times more readily than its sourcing. 72 percent of the 95 vendors document what they charge well enough to be graded A or B. 18 percent do the same for where their data comes from.
Not one of the 95 vendors clears all 6 of the axes this category is decided on. 39 of them carry a grade of D on at least one, meaning nothing published that a buyer can check. The gap is not evenly spread either: the axes that describe what a vendor sells are documented far better than the axes that describe what a buyer inherits.
What 95 vendors actually disclose
6 of the seventeen index axes decide a purchase in this category, and every vendor in it carries a grade on all 6. A grade of A or B means a buyer can check the claim without contacting the vendor. A D records that nothing was found in public sources on the verification date, which is far more often an absence of disclosure than a defect in the product.
| Axis | Documented | Share | Nothing to check |
|---|---|---|---|
|
Data Licensing and Provenance
Where the data comes from and on what legal footing: licensed, contributed, public record, or scraped, and who stands behind the answer. |
17 of 95 | 18 percent | 16 |
|
Data Privacy Posture
GDPR and CCPA posture: lawful basis, data subject rights handling, DPA availability, subprocessor disclosure. |
29 of 95 | 31 percent | 15 |
|
Exit and Data Portability
What happens when a customer leaves: completeness of data export, rights to enriched or licensed data after termination, deletion commitments, and auto renewal mechanics, graded from published terms and documentation. |
19 of 95 | 20 percent | 10 |
|
Segment and Market Coverage
Who the product actually serves, evidenced: segments, geographies, languages, and customers that match the claim. |
66 of 95 | 69 percent | 0 |
|
Security Certifications and Trust Center
Verifiable security posture: enumerated current certifications and a trust center an outsider can actually read. |
18 of 95 | 19 percent | 29 |
|
Commercial Transparency
Whether a buyer can budget without a sales call. Published pricing graded on completeness, not on the price itself. |
68 of 95 | 72 percent | 10 |
Read the two ends of that table together. Segment coverage and commercial transparency are the axes a vendor writes for its own sales motion, and they are the best documented. Provenance, security posture and exit rights are the axes a buyer needs at renewal, and they are the worst.
The 17 vendors whose sourcing can be checked
17 of 95These are the vendors graded A or B on Data Licensing and Provenance, ordered by that grade and then by how many of the other five decisive axes they also document. This is not a ranking of product quality and it is not a ranking of data quality. It is a ranking of what a buyer can verify before signing, which is the only thing an outside index is in a position to rank. Several are indexed primarily in another category and appear here because they also sell into this one.

Every grade on this page carries a source basis, and on the deciding axis the mix is worth stating plainly: 88 Vendor Published, 7 Third Party Estimated. That means the sourcing picture rests almost entirely on what vendors say about themselves in their own published materials. The index records those as claims and dates them. It does not restate a vendor claim as independent fact, and it does not fill a disclosure gap with charity in either direction.
Read the full methodology →5 questions the published materials will not answer
Where the index found nothing to grade, these are the questions that close the gap. Put them in the evaluation, and get the answers in writing rather than on a call.
How do you class your sources: licensed, contributed, public record, or inferred, and roughly in what proportion?
These four are not the same legally, commercially, or in how long they survive a challenge. A vendor that will not class its sources is asking you to carry a risk it has not priced.
What is the lawful basis for EU records, and does it differ by region?
Contact data assembled without a stated basis is the part of a data contract that ages worst. Ask for it in writing before the pilot, not at renewal.
What is your measured bounce rate on delivered emails, over what period and what sample?
Coverage and match rates are advertised by everyone and measured by almost nobody. Bounce rate on records you actually sent to is the number that cannot be dressed up.
What are our rights to records enriched into our own CRM after termination?
This is the question asked last and felt hardest. Enriched records sit inside your system of record, and some licenses claw them back.
What does your indemnity cover if a source is challenged, and what does it exclude?
An indemnity with a carve out for the exact scenario in question is a marketing asset, not a protection.
Common questions
Where do B2B contact data providers source their data and is it licensed?
Across the 95 data and enrichment vendors in the GTM Tech Index, only 17 publish enough about sourcing to be graded A or B on Data Licensing and Provenance, and 16 publish nothing an outsider can check. Sources fall into four classes that are not legally equivalent: licensed from a named provider, contributed by users under a data sharing arrangement, collected from a public surface, or inferred by a model. Most vendors in this lane describe their coverage and stay silent on which of the four their records come from, so the licensing question usually has to be asked directly and answered in the contract rather than on the website.
Which index tracks B2B data and enrichment vendors?
The GTM Tech Index tracks 95 B2B data and enrichment vendors, each graded on the same seventeen capability axes from public artifacts, with a verification date and a source basis on every figure. It is independently maintained, no vendor pays for inclusion or placement, and changes to vendor capability, pricing and compliance posture are logged as they are verified.
What are the best B2B data and enrichment vendors?
The index does not publish a single ranked winner, because the answer changes with what a buyer is buying for. What it does publish is which vendors can be checked. 17 of 95 document where their data comes from at a grade of A or B, and those 17 are listed on this page with their grades across the 6 axes this category is decided on. Not one of the 95 clears all 6 at A or B.
How do you verify a B2B data vendor before buying?
Ask for provenance classed by source type, the lawful basis for EU records, a measured bounce rate on delivered emails with its period and sample, your rights to enriched records after termination, and the exclusions on the indemnity. Those five questions separate vendors that have done the work from vendors that have written the page. 19 of 95 vendors in this lane document the termination question, which makes it the one most worth asking out loud.
The GTM Tech Index is an independent editorial reference. No vendor pays for inclusion, placement, or rating. Grades reflect the public evidence on the verification date and change as vendors publish more. Compliance postures are assessed from published sources and public records; the index is not a law firm and nothing here is legal advice. Vendors who believe a record is wrong are invited to point the index at published documentation through the contact form on any page, and corrections are logged in the change log.
